Client

Directorate of Information and Public Relations (DIPR), Government of Uttar Pradesh — the nodal body responsible for communicating the state government's policy achievements, welfare schemes and public relief measures to over 240 million residents across Uttar Pradesh.

The Challenge

Uttar Pradesh government TVCs sit at the intersection of two hard problems: they must be factually airtight — every crore of cane-price payment, every lakh of housing units, every percentage point of forest cover has to be sourced, current and cleared — and they must still move an audience that includes farmers, weavers, students and shop owners who have no patience for a dry policy brief. Across more than 35 schemes spanning textiles, sugarcane, higher education, MSMEs, labour welfare, the environment and more, DIPR needed a content partner who could take raw scheme data from entirely unrelated departments and turn each into a standalone, broadcast-ready public awareness film that felt consistent in voice, credible in fact and moving in tone — at a volume and pace that left no room for rework.

Our Approach

Chitrakaar Designs' content strategy and execution team worked as a single unit across research, scriptwriting and production planning. For each TVC, the team first mined official scheme data — investment figures, beneficiary counts, GI tags, export numbers, policy names — and cross-checked it against the latest state releases so every on-screen super would hold up to scrutiny. Across the campaign, this research effort alone has translated into more than 500 verified data points converted into broadcast-ready supers. That data was then structured into a repeatable broadcast architecture: a cold open that frames the scheme within the Prime Minister's and Chief Minister's national vision, scene-by-scene voiceover paired with detailed shot lists, a PM or CM byte placement, a beneficiary testimonial slot, and a closing montage that ties the scheme back to Uttar Pradesh's larger growth story. Writing in Hindi throughout, the team balanced literary, rhythmic VO copy with hard data supers — so the films could inform and persuade in the same breath, ready to hand off to production for shoot and edit.

Use Case 1 – Textiles & Garmenting: "UP Bana Textile Aur Paridhan Udyog Ka Hub"

OBJECTIVE

Establish Uttar Pradesh's transformation from a traditional handloom heartland — Banarasi silk, Lucknow chikankari, Bhadohi carpets — into a modern, investment-ready textile and garmenting hub.

WHAT WE DID

Structured a six-scene script moving from heritage craft to industrial scale: sourcing figures on the state's 13% share of national fabric output, 1.99 lakh handloom and 5 lakh powerloom weavers, and the under-construction PM MITRA Mega Textile Park across roughly 1,000 acres in Lucknow and Hardoi. Wrote in the Textile & Garmenting Policy-2022's investment incentives and four upcoming private textile parks as a dedicated data-super sequence, and closed on women's empowerment through SAMARTH-scheme skilling numbers.

OUTCOME

A single script carries the GI-tag heritage narrative and the hard investment case in one continuous arc — giving DIPR a film that speaks to both the artisan community and prospective industrial investors.

Use Case 2 – Agriculture: "Ganna Kisano Ki Samriddhi Ka Sashakt Aadhar"

OBJECTIVE

Communicate the state's cane-payment record and digital reforms to sugarcane farmers, the backbone of UP's rural economy.

WHAT WE DID

Anchored the script on the single most persuasive fact for this audience — over ₹2.23 lakh crore in cane price payments made since 2017, plus a ₹20-per-quintal price hike for the 2025–26 crushing season — and paired it with the digital story (e-Ganna app, digital slips, direct bank transfer) that explains why payments are now trusted and timely. The narrative closes on ethanol and green energy as the next chapter of the cane economy.

OUTCOME

A farmer-facing film that leads with money in the bank before it leads with policy — reordering the standard scheme-first structure to match what actually earns audience trust in rural Uttar Pradesh.

Use Case 3 – Higher Education: "Uttar Pradesh — Uchch Shiksha Ka Naya Gantavya"

OBJECTIVE

Position Uttar Pradesh as an emerging national hub for higher education under the National Education Policy-2020, reaching students beyond the metro-college circuit.

WHAT WE DID

Built a fourteen-scene script — the longest and most data-dense in the set — mapping the state's full education network (38 state universities, 52 private universities, 7,482 self-financed colleges), the "One Division–One University" rollout of new district-named universities, subject-specialised institutions from medicine to sports, and outcomes like NAAC A++ ratings and NIRF Top-100 rankings for named institutions. A dedicated scene covered scholarship access, including the Atal Bihari Vajpayee Chevening Scholarship offering up to ₹23 lakh per student for study abroad.

OUTCOME

A script dense enough to serve as a reference document for education-beat journalists, while still opening and closing on an emotional frame — "education becomes opportunity, opportunity becomes self-reliance."

Use Case 4 – MSMEs: "Udyamiyon Ko Nai Shakti, Naye Avsaron Ka Vistaar"

OBJECTIVE

Frame Uttar Pradesh's ambition to become India's MSME capital, targeting entrepreneurs, artisans and first-time business owners.

WHAT WE DID

Scripted the single-window "Nivesh Mitra" portal and the MSME Act-2020's 1,000-day inspection exemption as the ease-of-doing-business hook, then layered in scale: 96 lakh+ MSME units supporting over 3.11 crore livelihoods, and export growth from ₹88,000 crore (2016-17) to over ₹1.86 lakh crore (2024-25). Beneficiary-scheme data — Mukhyamantri Yuva Swarojgar Yojana, PMEGP, Vishwakarma Shram Samman — was organised into distinct super blocks so each could be verified and updated independently.

OUTCOME

A modular script structure that lets DIPR swap in updated MSME statistics scheme-by-scheme without rewriting the film, since each welfare programme sits in its own clearly bounded segment.

Use Case 5 – State Overview: "Viksit Bharat Ka Viksit Uttar Pradesh"

OBJECTIVE

Deliver a flagship, all-sector TVC tying Uttar Pradesh's progress directly to the national Viksit Bharat @2047 vision — the most cross-departmental script in the campaign.

WHAT WE DID

Synthesised housing, food security, health insurance, MSME, agriculture, infrastructure and law-and-order data into a single seven-scene narrative — from 62 lakh+ PM Awas homes and 5.76 crore Ayushman cards, through 341 km of Purvanchal Expressway and 21 airports, to a 90% reduction in dacoity and a UP-112 emergency response time down to 6 minutes 41 seconds. Each department's numbers were fact-checked independently before being folded into the unified script.

OUTCOME

A "hero" TVC that functions as the state's master narrative — the version DIPR can point to when a single film needs to represent the whole of government, not one department.

Use Case 6 – Labour Welfare: "Sashakt Shramik, Samriddh Uttar Pradesh"

OBJECTIVE

Reframe the state's construction and unorganised-sector workforce as a protected, dignified constituency rather than an invisible one.

WHAT WE DID

Opened on the workers who build the state rather than the buildings themselves — a deliberate scripting choice — before introducing the UP Building & Other Construction Workers Welfare Board's 1.88 crore+ registered workers, 17+ welfare schemes and over ₹6,300 crore in DBT-based support. Education and health provisions for workers' families (Atal Awasiya Vidyalayas, Mukhyamantri Kanya Sumangala Yojana, ₹5 lakh free treatment) were scripted as a distinct emotional beat separate from the employment-and-industry data.

OUTCOME

A script that gives DIPR a labour-welfare film built around dignity and family security first, with the economic scale data supporting rather than leading the story.

Use Case 7 – Environment: "Harit UP: Ek Mahaabhiyan"

OBJECTIVE

Turn the state's afforestation drive into a public movement narrative, anchored on the Prime Minister's "Ek Ped Maa Ke Naam" campaign.

WHAT WE DID

Built the script around the state's 2030 target of roughly 15% green cover and its plan to plant 35 crore saplings a year for five years, including the single-day Mahavrikshaaropan Abhiyan target of 35 crore saplings. Forest Survey of India data (green cover rising from 9.18% to 9.96%) was scripted alongside citizen-facing elements — schools, self-help groups, farmers planting on field boundaries under the Krishak Vriksh Dhan Yojana — to keep the film about participation, not just plantation counts.

OUTCOME

An environment TVC that reads as a call to action rather than a government report card, matching DIPR's brief to drive citizen participation, not just awareness.
